Double-A Draft Rules

1.      All players available to play in the AA League will be given a rating on a scale of 1 to 5.  These players, whom most likley  played A League, will be evaluated by the 2001 A League managers.  The 9 years olds will attend the Major/AAA try-outs and will be rated by the Player Agent.  The nine year-olds that do not try out or that wish to play directly in the AA League will then be placed into draft pools along with the players that do not make the AAA League, by age and rating.

2.      AA League managers will select their teams from the appropriate pool with 9 year olds being first, then 8’s and 7’s.  The order of selection will be determined by a draw (1-7) with 1 picking first.   Picks will continue until all players have been chosen.   Players with special requirements will also be noted at this time. 

3.      Managers and coaches will be allowed to keep one of their own children on their team regardless of the selection process.  A team may have 2 Coaches of their choice that are selected before the draft.  Coaches that have volunteered to coach by signing up a registration must be selected first.  If a manager or coach has more than one child that they wish to have on their team they must forfeit one draft choice for each additional child of the same rating.  These children will be slotted into the draft, based on what round they would be selected in after all the players are stack ranked (1 through?, by age and qualification).  These children will count as your pick in that round. 

4.      Players who register late will be assigned to the next team that was scheduled to pick in the A League Draft.

5.      This entire process will be monitored by the League President and League Director

Triple-A Draft Rules

1.  All current Minor League teams as defined, which includes AAA, will be disbanded.

2.  All 10 and11 year olds that try out for Majors, but are not drafted, will play AAA.

3.  12 year olds shall play in Majors and are not eligible to play AAA without petitioning the league for an eligibility waiver based on special circumstances.

4.  All 8 year olds will play AA.

5.  All 9 year olds will be required to try out if they wish to play AAA. If they don’t make AAA (see #7 below), they will automatically be assigned to the AA draft.

6.  Player evaluations must be completed for all 9, 10, and 11 year olds from the previous year in the AAA league. This must be completed by the previous year’s AAA League Manager on a scale of 1 to 5. Player evaluations must be done on all 8 and 9 year olds from the previous year in the AA league. This must be completed by the previous year’s AA League Manager on a scale of 1 to 5. Official ratings will be assigned by the player agent based on these ratings and the current year’s tryouts for use at the AAA draft.

7.  Prior to the draft, the player agent will identify those 9 year olds who will not be eligible for the AAA draft and assign them to the AA draft. The player agent will then identify and distribute the complete list and ranking of all eligible players available to be drafted based on the required number of 12-player teams to be fielded (presumed to be 96 players for an 8 team league). All eligible players included on the player agent’s list will be drafted.

8.  The draft order will be selected via random draw.

9.  AAA managers will select their teams from the entire player pool, regardless of age. The draft will be “S” style with the last pick in the 1st round having the 1st pick in the second round, etc. Picks will continue until all players have been chosen.

10.  A manager’s child will be slotted into the draft based on what round they would be selected in after all the players are stack ranked (1 through 96 for an 8 team league) by official player agent rating. These children will count as that manager’s pick in that round. If a manager has more than one child that they wish to have on their team, they must use a draft choice for each additional child, also based on where they are ranked.

11.  Each manager will be allowed to select one assistant coach prior to the draft. In a similar fashion to the manager’s child, the assistant coach’s child will be stack ranked and slotted into the draft accordingly. Should the manager’s child and assistant coach’s child be ranked in the same round, that round’s draft slot and the subsequent round’s draft slot will be used.

12.  Players who register late (following the draft) will be assigned as follows: 1) To a team that has lost a drafted player for any reason (chosen not to play, moved, called-up, etc.), 2) To the next team that was scheduled to pick when the AAA League Draft ended.

13.  Sibling will be placed on the same team unless approved by parent to play on different teams.

14.  Only selected managers approved by Norfolk Baseball may attend the draft. Assistant coaches shall not be allowed to attend the draft.

15.  The draft proceedings will be held in the strictest confidence by all attendees.

16.  This process will be monitored by the Little League President, AAA League Director, and Player Agent.

17.  Players may be swapped among teams after the draft has been completed in the spirit of maintaining 8 equally competitive teams. Any player movements must be made prior to leaving the draft and must be agreed to by all parties present at the draft.

Majors Draft Rules

1. Each Major league team shall have a manager approved yearly after an interview with the Selection Committee by the Executive Committee prior to the draft.

2. Any person interested in managing a major league team must submit a written request by the last day of registration to the Executive Committee.

3. All coaches in the major league system shall be approved by the Executive Committee after the draft and prior to the start of the season.  The only exception to this shall be if his/her child is already on the team from the previous season and he/she is pre-approved by the Executive Committee. The Committee must be notified in writing of a coach’s request by the close of registration. A maximum of two coaches are allowed per team.

4. An approved major league manager or coach who has draft eligible child/children may elect to have that child/children assigned to his/her team. In such cases the player agent, with the approval of the Executive Committee shall determine which round (s) said child/children shall be chosen in prior to the draft.

5. Managers may submit options on brothers or sisters becoming candidates for the first time who are subject to the draft.  When first sibling is drafted and an option has been submitted on the second child, the Player Agent, with the approval of the Exec. Committee shall determine which round said child shall be chosen in.  A Manager may also submit an option on a draftee if the child’s brother or sister is a member of that manager’s team.  In such cases, the Player Agent, with the approval of the Exec. Committee shall determine which round said child shall be chosen in.

6. To be eligible for the major league, a Player must attend at least one major league tryout session, send meet the age requirement established by the Exec. Committee.

7. No team shall have more than 8 players in the same age bracket.

8. The last place team of the previous season gets the first choice in round one of the draft.  The remaining teams get one choice in reverse order of the standings.  If two teams were tied in the league, their standing will be determined by the record between the two teams.  Each round thereafter, each team gets one pick per round starting with the last place team.

9. All twelve year olds must be drafted first. When the 12’s are all drafted, the 10 and 11 year olds will be drafted continuing in reverse order  All twelve year olds should play their last year in the majors, providing they meet all the eligibility requirements.  It will be the decision of the Player Agent and the Executive Committee to decide whether a player has a situation which prevents him/her from playing in the major league ball.  A parent may request that their child not play in the major league

10. A new team shall have the first six (6) picks in the draft.  The picks must consist on 2 ten year olds, 2 eleven year olds, and 2 twelve year olds. The expansion team’s next pick shall be after all other teams have chosen a draft pick and shall be last in all draft rounds thereafter.

11. Each player selected by a team shall remain the property of that team for the duration of their major league career, unless subsequently traded. The Executive Committee shall reserve the right to continue as a player any youngster whose residence changes after becoming a member of league as provided for the in the Little League Regulation II (D). However the best interest of the child should be taken into consideration

12. Coaches or Parents of Major League players who become a Manager of another team after their children have been previously selected to a Major team may not automatically claim their sons or daughters. The leagues player agent, president and 1 impartial board member shall rate the son(s) or daughter(s) of the Manager in question. This rating shall be used for the sole purpose of “slotting” said child (children) in the draft to determine what draft pick they would be picked in under normal circumstances. No partiality shall take place in rating the player(s), and shall have no regard to the Managers involved. Once the draft commences, when it comes to the round the son(s) or daughter(s) has been appointed, the Manager must pick their son(s) or daughter(s) from the other Manager. In return, the aforementioned Manager shall be afforded that rounds draft pick of available players, resulting in a fair “trade” for players. The draft shall then return to its normal course. This rule’s purpose is to prevent Managers from “forcing” a trade, where the son(s) or daughter(s) “value” may come into question.

13. Managers may, if they desire, exchange rookie (newly drafted) players the day of the major league draft only, prior to the managers leaving draft. All exchanges shall be made with the knowledge approval of the Player Agent and the Executive Committee. Minor league players may not be exchanged for major league players.

14. A vacancy occurs when a manager or coach learns that any player, due to injury or unavailability, will miss four consecutive regularly scheduled games.  The team manager must inform the Player Agent of the vacancy within one regularly scheduled game.  The player agent shall assign an eligible 11or 12 year old player to become a temporary member of that team. Twelve year olds must be assigned first.  Said player shall return to his team when the original player returns from his/her absence. In the event that the original major league player does not return to his/her team, the temporary player complete the regular season and any post season play with the major league team.  At the end of the season, the temporary player shall be entered back into the spring draft system. The temporary player shall be allowed to participate in his/her minor league games while assigned to the major league team. However, in no case shall the player violate the six inning pitching rule.

15. The draft and all activities with the draft are to be held in strict confidence.  No one that participates in the draft in any capacity shall disclose to any person the position that any player was drafted in. 

16. Any situations that are not covered by these rules shall be submitted in writing by a manager to the Player Agent five days prior to the draft date.  Final decisions will be made by the Executive Committee on or before draft and said manager will be notified.

17. The executive Committee shall be the sole judge in charge of interpreting these rules and any other situations that occur during the year.
